This stable, high-income economy - benefiting from its proximity to France, Belgium, and Germany - has historically featured solid growth, low inflation, and low unemployment. The industrial sector, initially dominated by steel, has become increasingly diversified to include chemicals, rubber, and other products.

Agriculture is based on small family-owned farms. The economy depends on foreign and cross-border workers for about 60% of its labor force. Although Luxembourg, like all EU members, suffered from the global economic slump in the early part of this decade, the country continues to enjoy an extraordinarily high standard of living - GDP per capita ranks third in the world, after Liechtenstein and Qatar. The Committee against Torture today concluded its consideration of the combined sixth and seventh periodic report of Luxembourg on its implementation of the provisions of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

During the interactive dialogue Committee Experts said Luxembourg was one of the rare States for which the Committee had not received any complaints of torture, and one of the only States which did not have overcrowded prisons, which was commendable.

Due to a decrease in the prison population there was now no prison overcrowding in Luxembourg. There were 598 detainees as of March 2015 compared to 623 detainees in March 2014, which remained short of the critical capacity of 700 detainees.

5. The Committee expresses concern about the following:

(a) That minors ordered to be placed in disciplinary centres are put in adult prisons;

(b) The institution of solitary confinement, particularly as a preventive measure during pre-trial detention.
