is continuing the difficult transformation from a centrally controlled
economy to a market-oriented economy with some measure of success. In 2000
the government implemented austerity measures that helped to bring inflation
down to 7.3% in 2001 and 3.1% in 2002. Unemployment remains a serious
concern, at 19.8% in 2001 and 17.2% in 2002. All
